DESCRIPTION:The Worthington Area Chamber of Commerce and the City of Worthi
 ngton invite you to a quarterly speaker series that focuses our collaborat
 ive attention to exceptional learning opportunities for the business commu
 nity. The Eggs & Issues breakfast series – an extension of our growing E
 conomic Development Committee and our popular Groundhog Day forecast break
 fast – provides thoughtful discussion on development affairs in Worthing
 ton and its surrounding environs. The quarterly events will feature well-r
 egarded regional or statewide subject matter experts in economic developme
 nt\, community development\, urban planning\, and related matters. The ser
 ies continues on Thursday\, Oct. 29\, from 7 to 9 a.m. at Holiday Inn Colu
 mbus-Worthington in the Worthington Room. A buffet breakfast will be serve
 d. Check-in and networking will begin at 7 a.m.\, and the program will beg
 in at 7:30 a.m. The third event in our series will center on the state bud
 get. Our speaker for Oct. 29 Eggs & Issues is Timothy S. Keen\, director\,
  Ohio Office of Budget and Management. Timothy S. Keen became director of 
 the Office of Budget and Management (OBM) on Jan. 10\, 2011\, serving in t
 hat position for a second time in his career. As Governor John Kasich's ch
 ief financial officer\, he leads an office that develops\, coordinates and
  monitors the individual budgets of state agencies\, provides the governor
  and administration with policy analysis\, and reviews all financial trans
 actions made with public funds. From 2007 through 2010\, Director Keen was
  senior policy advisor to Auditor of State Mary Taylor\, following his pre
 vious service with the Office of Budget and Management as Assistant Direct
 or (1999 2006) and then as Director (2006-2007) in the administration of G
 overnor Bob Taft. Earlier he was deputy director of policy development at 
 OBM\, including service as president of the State Controlling Board (1992-
 1993). His career in public service\, beginning in 1986 as a budget analys
 t with the Ohio Legislative Budget Office\, also includes senior budget po
 licy positions with both houses of the Ohio General Assembly. He received 
 an undergraduate degree in communications from the University of Massachus
 etts at Amherst and holds a master's degree in public policy from the Eagl
 eton Institute of Politics at Rutgers University. A question-and-answer se
